Car insurers backing the measure said it would have allowed companies to offer more discounts. But opponents, including the state's insurance commissioner, said it would have lead to higher rates for everyone.
Insurance companies would be able to raise rates by 12 percent a year under a bill filed in the Senate Thursday.
