A Spring Lake man has been charged in connection with a wreck on an icy road that killed a Sanford man last Thursday.

Authorities said that Israel Beltran, 39, of 7 Rose St., was trying to recover from hitting black ice on Elliot Bridge Road in Fayetteville when his truck hit a Corvette head-on. The Corvette driver, Larry Raines, 50, was killed.

Court records show that Beltran was charged with misdemeanor death by vehicle.

Wavie Raines said that he and his brother were on their way home from work at a Goodyear plant, where Larry Raines built tires. The road was icy, and vehicles were skidding, he said.

Wavie Raines said that his family holds no anger against Beltran and will forgive him.

Larry Raines is survived by his wife, two sons, a daughter, grandchildren and eight siblings, including a twin.

It has been several years since I worked with Larry, but I can honestly say that he was a great person and will be missed greatly. Larry was a Brigade volunteer (trained as a volunteer firefighter at work and an EMT) and always encouraged others. He was full of charm, wit, easy-going, and friendly. He never met a stranger. My heart goes out to his family, his wife and his children, and especially his twin, Barry, who has been by his side literally since birth. May God bless and comfort them as only HE can.

This could have happened to any of us and we should all remember that before we post comments. I am praying for both families as they are both in so much pain right now. Two families were torn apart that day. Two! The DA has no case and shame on them for trying to hurt this poor guy any further. I am sure he is beyond horrified that this has happened and would do anything to change what did happen. He will live with this accident for the rest of his life and should have the support of everyone around him to help bring him through it. If the family of the victim can and does forgive this man then who are we to hold anything against him! As someone who has lived through this type of nightmare in my own family I am hear to tell you forgiveness is the only way you can make it through something as horrible as this is. That and believing in God to help bring you through it! My prayer is that none of you have to ever face something like this!

Prays to the Raines family..

Sometimes and accident is just an accident albeit a tragic one. Sounds like the family realizes this but not the DA? Something seems to be missing from this story... Condolences to the family, such a terrible loss for them...

The facts are if the state can,t be held responsible to maintain a safe road in bad weather condition, then the public should no. The state charges the public millions in taxes to maintain roads. Thisn is a stupid charge. The state DOT is responsible for not maintaining roads. The NCHP is responsible for not closing the roads. The governor is responsilbe because she is in charge of the state.
