Highway Patrol wants troopers' personal cell phone records

Leaders of the North Carolina State Highway Patrol are discussing a policy that would require troopers to provide supervisors with copies of their cell phone bills.

The goal, they say, is to make sure troopers aren't spending too much time talking and texting on their personal phones while on the job.

The policy is part of ethics reforms coming after a series of embarrassing episodes involving troopers' misconduct.

In one case, the Highway Patrol's longtime spokesman resigned amid an internal investigation in which he sent text messages to his secretary.

It is a violation period!

Seems like this is a violation of their privacy rights to view their personal phone records. What if there are calls to their doctor on there? Doesn't that violate HIPPA?
