"Why give her a ticket?"

Uh, why do you get a speeding ticket when you don't hit anybody? She got a ticket because she was driving when she shouldn't have been (too tired) which is reckless. She could have easily hurt or killed someone, and that's why she has been charged (and rightfully so).

Good points, but I'm still puzzled. Why give her a ticket? The only damaged was her car, wasn't that enough punishment?

I work in insurance at one of the largest companies in NC, she will not loose her insurance nor will no one insure her. It is a law in NC, no insurance company can deny you liability insurance. Second off she got lucky no one else was involved. She could have killed her self and others. She should be charged. Don't drive when you are that tired.

"Why was she charged with a violation? She did not intentionally do something wrong"

Read again, She fell ASLEEP at the WHEEL. Fatigued drivers are "almost" as bad as drunk drivers. She's just lucky she didnt kill anybody.

Why was she charged with a violation? She did not intentionally do something wrong [such as running a redlight or speeding thereby causing an collision] and no one else was involved, it was what used to be called an ACCIDENT.
