The crash happened on Interstate 540 west near Leesville. Bently Cornell Foreman, 39, died from his injuries, authorities said.

Great editing!

A moped is not allowed on an interstate highway like a bicycle. If a "moped" has a big enough engine and is fast enough it is not a moped but a scooter and the same laws as motorcycles apply. I do hope WRAL gets the terminology right. The press tends to get sloppy about those things. And it is important if not to them.

Charges pending could mean anything too I guess. Or maybe it is verbal shorthand for "we haven't a clue".

You can't drive a moped on 540 - are the "pending charges" against the decedent? Need some real facts here. If the fool tried to ride a real moped on a freeway he was doomed to failure! Sorry for his demise, but what about common sense?

The Hyosung SF50 scooter is made in South Korea. It has a top speed rating of 45 MPH with a 3.5 HP 49cc engine.

a 49cc scooter will take you up to around 40 mph downhill... still doesnt belong on an interstate.
