Man arrested in attempted armed robbery

Southern Pines police arrested a 51-year-old convicted rapist in connection with an attempted armed robbery in the 100 block of N.E. Broad St. Sunday.

Rafiq Naji Amir, of Southern Pines, was arrested Friday and placed in the Moore County Jail under a $1,000 secured bond. His trial was set for Nov. 30.

According to state Department of Correction records, Amir has spent nearly 15 years of the past 29 in prison. He served more than 13 years for a 1980 conviction for second-degree rape. He has also been convicted twice of common-law robbery, as well as breaking-and-entering and larceny.

I thought the whole purpose of maintaining a conviction record on criminals was so it could be factored into the decision regarding any current violation...
