Lumber Bridge, N.C. — A convicted sex offender on probation and his female friend have been arrested on charges that they violated laws regarding sex offenders, according to the Hoke County Sheriff's Office.
Pamela Margaret Lewis was arrested July 31 on charges of conducting child care in a sex offender's home and failure to report non-compliance by a sex offender. Investigators said Lewis brought her grandchild to her 7800 Arabia Road home, although a sex offender, Jeffery Dale Sutton, 38, had told authorities he lived there.
Investigators found out that Sutton hadn't stayed at the home for several weeks.
Sutton was arrested last Tuesday and charged with sex offender residence violation. He was being held in the Hoke County Jail under a $40,000 secured bond.
According to state Department of Correction records, Sutton was sentenced to 5 years' probation in 2006 after being convicted on two counts of taking indecent liberties with a child and one count of second-degree kidnapping in. He has earlier convictions for DWI and breaking-and-entering.

§ 14‑321.1. Prohibit baby sitting service by sex offender or in the home of a sex offender. (a) For purposes of this section the term "baby sitting service" means providing, for profit, supervision or care for a child under the age of 13 years who is unrelated to the provider by blood, marriage, or adoption, for more than two hours per day while the child's parents or guardian are not on the premises.
(b) Notwithstanding any other provision of law, no person who is an adult may provide or offer to provide a baby sitting service in any of the following circumstances:
(1) The baby sitting service is offered in a home and a resident of the home is a sex offender who is registered in accordance with Article 27A of Chapter 14 of the General Statutes.
(2) A provider of care for the baby sitting service is a sex offender who is registered in accordance with Article 27A of Chapter 14 of the General Statutes.

Maybe he moved in and then left, but how is she to know if he changed his address? For that matter, how is she responsible for knowing his requirements. When they did the address check she seemed to tell them the truth that he didn't live there.
