Chapel Hill, N.C. — Town officials and police on Tuesday laid out plans to control downtown celebrations if the University of North Carolina wins games during the NCAA Final Four on Saturday and next Monday.
Downtown streets will remain open unless large crowds require for them to be closed, officials said. If streets are closed, the following areas would be affected: Franklin Street from Raleigh to Mallette streets and Columbia Street from Cameron Avenue to Rosemary Street. No vehicular traffic would be allowed in that closed area, and access to the residential areas near downtown would be limited.
Parking on the 100 block of East Franklin Street, all of Henderson Street and North Columbia Street will be prohibited, beginning at 3:30 p.m. on the days UNC is playing, and parking meters will be bagged. Vehicles parked in these areas will be towed, starting at 7 p.m.
No alcoholic beverages will be allowed in the closed area, and officials asked restaurants and bars to serve alcohol in paper or plastic cups and to limit bulk sales to cans to help keep glass out of the area.
Officials also asked merchants to restrict the sale of Carolina-blue paint for the next week, to secure doors to rooftops are secure and to remove or secure any awnings and outdoor signs.
Chapel Hill will have extra police on patrol on the nights UNC plays to maintain order, officials said.

Let me ask you, Stonewall... if and when Carolina wins this national championship in basketball, how exactly will you have contributed to that win? What do YOU have personally to be proud of?
Put that in yer pipe and smoke it as you look down your nose at fans of other schools.

"When Carolina wins, it reaffirms their misguided belief that they are somehow better than others because of the team they pull for! Sorry, their team needs to lose!"
As a Tar Heel alum and fan, let me ackowledge NCSU's most recent NCAA national championship in collegiate "bass fishing". I bet TBK is proud that the Tar Heels don't have anything on the Wolf Pack in fishing. How we in Chapel Hill envy that trophy.
