Raleigh, N.C. — People who own residential rental property in Raleigh have from March 1 until April 30 to register their property under a city ordinance adopted last year.
Owners also must pay at least a $30 registration fee.
Registration must be renewed annually.
The City Council passed the ordinance in July to help ensure safety for renters and to hold property owners accountable for providing safe habitats and expediting housing repairs.
Property owners can go to the city of Raleigh Web site, beginning March 1, to register, download an application or find out more information about registering.
Applications are also available at the City of Raleigh Inspections Department, 1 Exchange Plaza, Fayetteville Street, or by calling 919-807-5110.

That's tax fraud and failing to register will be another, separate crime. So, you're breaking the law and subject to jail and fines...like speeding or illegally immigrating. You're right, though, about the the city and income taxes, though. :-)

If I were you landlords in town - I'd raise all holy sands about this obvious, contrived fake fee.
The only reason they are collecting $30 is to pay a guy in a little truck $12/hr. to ride from house to house and write up what fines they are levying against the landlords because a broken window isn't fixed, there aren't proper garbage cans, etc. If you think the landlords are only going to be paying the $30.00 registration per year, think again. Fines are soon to follow.

I worked for a property manager long ago who had some prospective tenants apply for an apartment.
They were very young college girls who had been renting an apartment near the college, and the only running water the place had was a garden hose run through a screen in the bathroom.
No one should be permitted to rent slum like that to anyone. PERIOD!!!
