Rocky Mount considers youth curfew

The City Council held a public hearing on a proposed youth curfew at a meeting Monday night.

Police Chief John Manley presented the proposed ordinance, and about 10 residents commented on it, said Megan Hanks, Rocky Mount's public affairs manager.

The curfew would make it illegal for anyone 16 years old or younger to be on the streets from 11 p.m. to 6 a.m. on weeknights. On weekends, the curfew would be midnight to 6 a.m.

Officers would bring teens home and, in cases of repeat offenders, have the right to bill parents for their time. Exceptions would be made for teens working or participating in certain activities.

Earlier, Manley told WRAL News the curfew was necessary to curb rising and increasingly violent youth crime.

The City Council will take up the ordinance again at its meeting on Oct. 6.

THEY ARE ON THE RIGHT TRACK,,BUT ALSO START WITH THE PARENTS WHO ARE LETTING THESE KIDS 16 AND YOUNGER HANG OUT AT THE MALL AND WALMART. IVE BEEN TO OTHER WALMARTS AND THERE ARENT ANY KIDS HANGING OUT THERE ALL SORTS OF TIMES OF THE NIGHT. I TRY NOT TO EVEN GO OUT THERE AT NITE OR EVEN ON THE WEEKENDS. YOU HAVE TO WATCH UR BACK THE ENTIRE TIME YOU ARE THERE AND THE KIDS ARE SO RUDE AND VERY DISRESPECTFUL..I HOPE THEY COME UP WITH SUMTHING.

I think it was tried before and failed. SO what is the next solution?

Let's see we've given up supervision of our kids to the state,(Smart Start)thrown out God from schools,courts,and anywhere else we can(a teacher I know at Nash Central was fobidden to discuss religon in class.A Christian wishing to discus Islam.How evil is that).Obama wants to increase funding for early child developement.people in our govt.want now to take over banking,after their regulations forced banks to make unwise loans in the name of affordable housing.We just want the govt.to do it all.Now we are allowing them to supervise our teenage kids with no punishment(take them home what a joke!) All this may look good to some on paper but until we turn and discover our former values ie.personal and family responsibility,respect for each other,authority and govt.We will continue to slide down a slope to self desturction.This country was founded on Judao-Christan principles and for many years,though bumpy sometimes,was headed in the right direction.We've taken a turn,like it?

I would think owners of the mall and walmart would do something about these hangouts walking around there looking for trouble. When I do go to these places I carry, since I have a concealed carry permit.

A curfew is a start, but a lot of the criminal activity is from kids over 16. WalMart's parking lot and store itself is full of gang wannabe's at night on weekends and nothing seems to be done about it. most of these appear to be 17-21 years old. I was at that store at 10 o'clock on Friday and was afraid I was being followed to my vehicle. My wife refuses to go there due to the thugs.
