Dunn, N.C. — A 13-year-old Sampson County boy died when the all-terrain vehicle he was riding on overturned.
Troopers say the driver lost control, and MacKinley Waters was thrown from the ATV and died instantly. Waters was a straight A-student and football player at Midway Middle School in Dunn.
Authorities said two other passengers in the Polaris Side-by-Side utility vehicle, ages 12 and 13, were not seriously injured.

Now is clearly not the time to lay blame as the sadness of a lost child is front and center- but there are laws in place RIGHT now that preclude a person under 16 from driving an ATV above a certain level of cc's. And a typical side by side "UTV" is allowed TWO riders. A typical ATV is allowed ONLY the driver, and other than some "farm use" exceptions, the driver MUST be 16.
Sad sad day.. As an ATV owner who DOES allow his children to drive them with extreme caution, we don't need more laws... we need more "parents taking responsibility". again- now is not the time to have that conversation... So sorry for the family of ALL the children on that ATV as they all have a burden to carry now.

AND helmets should most definitely be required-perhaps some lives could be saved, not to mention the head injuries
