Navy corpsman hit, killed while riding bike

A driver struck and killed a Navy corpsman riding his bike at Camp Lejeune on Wednesday, the military announced Thursday.

Lejeune authorities said they are investigating the crash that killed Petty Officer 3rd Class Christopher Harris, 33, of Orange Park, Fla.

Harris was a Fleet Marine Force corpsman assigned to 2nd Reconnaissance Battalion, 2nd Marine Division. He joined the Navy in August 2008 and was promoted to his current rank in June.

Harris was deployed to Afghanistan in 2010. His awards include the Combat Action Ribbon, Good Conduct Medal, National Defense Service Medal, Afghanistan Campaign Medal, Global War on Terrorism Service Medal, Sea Service Deployment Ribbon and NATO Medal.

I prefer to wait for crash investigations before complete before espousing on what would have prevented a crash. Was this related to the pre-sunrise lighting conditions? Did someone lose control? Was this at an intersection or mid-block? Addressing the actual operational issues is more productive than venting one's prejudices void of factual support.

To be accurate, it is only "fully controlled access highways" that are prohbited to bicyclists in NC. These are "freeway" type facilities that have no driveways and no at-grade intersections and are redundant to the normal surface highways. The NC vehicle code legally defines "highway" as follows: "Highway. – The entire width between property or right‑of‑way lines of every way or place of whatever nature, when any part thereof is open to the use of the public as a matter of right for the purposes of vehicular traffic. The terms "highway" and "street" and their cognates are synonymous." This differs from the popular use of the word as a main road, but the definition is important for understanding the NC vehicle code laws. FYI the prohibition on bicycling on fully controlled access highways appears in the NC administrative code, not Chapter 20.
