Fayetteville, N.C. — The Cumberland County Board of Commissioners unanimously approved a limit on the number of dogs allowed on small lots and multi-family properties Monday.
Effective July 1, no more than three adult dogs will be allowed on lots less than a half-acre and no more than two adult dogs will be allowed in areas zoned for multi-family residential housing.
A new pet licensing system goes into effect Jan. 1, 2013.
The ordinance stemmed in part from county animal control staff concerns about its volume of calls.
People who already have more than the allowed number of pets will be allowed to keep them.
The City of Fayetteville is considering a similar ordinance.

Bring them inside instead of leaving them outside to bark and annoy neighbors 24/7 would be a good start. Why have 'yard ornaments' that poo all over the place and make noise? If you want a pet, treat it as such.
Another option is one of the many available items for purchase that assist in training the dogs to stop barking. There are devices such as zap collars, citronella collars, even devices you can hang in your yard that emit a noise when the dogs bark-the noise is inaudible to humans.
The issue with these devices is that they are hit or miss. What works great for one dog may not work well for another. They are also pricey. Why should the neighbors have to purchase and install anti-bark devices to shut up other people's dogs? How about being a considerate pet owner and neighbor? Incessant barking is an illegal public nuisance.
