Chapel Hill officials strategize for Halloween

The Chapel Hill town council discussed strategies on Monday for the annual Halloween celebration on Franklin Street.

CHAPEL HILL, N.C. — The Chapel Hill town council discussed strategies on Monday for the annual Halloween celebration on Franklin Street.

Thousands of revelers usually crowd the street each year. Hundreds of officers typically patrol the area to keep crowds under control.

Last year, visitors were urged to find somewhere else to party and the strategy worked.

Town leaders are pushing for the same "locals only" plan this month. 

Officials are also working with restaurant and bars to reduce alcohol sales on Halloween and close their doors to new customers at 1 a.m.
