KINSTON — The city of Kinston is getting an early taste of the state's new "no excuses" policy on sewage spills.
The North Carolina Division of Water Quality levied the largest fine ever against a municipality Thursday. Kinston was ordered to pay more than $70,000 in fines for 33 violations, and the city's trouble may not be over yet.
The SBI is still looking into possible criminal activity by former plant employees.
