GARNER — Top town leaders in Garner are being dogged with a problem. Cat calls. That is, people calling to complain about those dog-gone frisky felines.
Some folks in the city want cats to be walked on leashes like dogs. City leaders say they're not ready for action yet. They're going to pause, then monitor the situation.
