FAYETTEVILLE — A foster mother has been charged with allowing a small child in her care to be assaulted.
Cumberland County deputies say Althoria Clayton should have prevented her own 13-year-old daughter from dropping or throwing a 4-year-old on her head in January. The younger child remained in a coma for three weeks. Clayton's 13-year-old daughter was charged with assault.
Clayton was also accused of breaking the leg of another foster child two years ago.
