State Rep. Russell Capps, R - Wake County, sought the change because of the recent terrorist attacks. The Department of Motor Vehicles relaxed the directive two years ago, which may have opened the door for many to obtain a driver's license illegally.
"And because of that, we've had busloads of aliens from other places in the country (and they come here to) get licenses. And we understand that the FBI is investigating this now, that some of the terrorists have been tied into this, and this is a grave concern to many of us up here," Capps said.
The D.M.V. told lawmakers that there are more than 388,000 drivers without a Social Security number on their North Carolina driver's licenses.
