The plan was originally due to the town on Tuesday, but computer problems caused delays.
The formal application will include maps and supporting studies.
Once received, the Town Council has 90 days to vote on the plan.
The council voted earlier this week to approve rezoning of the campus, making it possible for the university to submit the application for expansion.
The only person to vote against the rezoning, Joyce Brown, has announced that she will not run for re-election to the Town Council. Two other members of the council have announced they will run for Mayor, filling the vacancy created by Rosemary Waldorf's resignation. The filing period opens at noon on Friday.
Officials expect the university's plan to include 10 years' worth of construction totalling $1 billion.
