Janet Strother has not slept well ever since Haislip moved in just a few houses away. She says she was disappointed when she learned the state dropped charges that would have sent Haislip back to prison for violating probation.
"That's not fair. I don't know what to say about it really," Strother says. "I'm uncomfortable but I don't know what I can do about it."
TheDepartment of Correctionsays Haislip did miss two appointments at a sex offender treatment program, but a paperwork mix-up forced the judge to throw out the case. Probation officers could have resubmitted Haislip's charges but feared they would be appealed.
Parents like Cindy Vallier say probation officers should have resubmitted the charges even if it would be an uphill battle.
"I can understand certain things being overlooked, but when it comes to a sex offender, that is a pretty serious crime to me," Vallier says.
Haislip's attorney says he does not believe his client ever violated probation. Sparrow adds that Haislip was excused from several sessions.
