RALEIGH — May 30, 1996 - 12:20 p.m. EDT

There were major traffic back-ups for commuters on the outer loop of the Raleigh beltline this morning.

A tractor-trailer overturned just before 7 a.m. causing the area between Poole Road and New Bern Avenue to shut down. Later, one lane was opened.

The Department of Transportation and hazardous material crews were called in to clear the road.

At 11:30 a.m. traffic was still very slow
