Davis, a retired SBI agent and friend of Butler's, has worked as the third man in charge of the Sheriff's Office for five years. In a complaint filed with theEqual Employment Opportunity Commission, two women accused Davis of licking female workers, touching their buttocks and fondling their breasts.
"I would only say that, as the sheriff of this county, I have to make hard decisions, and I will continue to carry out my responsibility when something arises that puts me in that situation," Butler says.
Lieutenant Deborah Crain and Koenig also alleged discrimination. Crain claimed she only got to attend two training courses in six years while her male peers went to 10 or more.
County Attorney Grainger Barrett says the sheriff has always stressed that all employees be treated fairly.
"While we are here to protect the citizens of Cumberland County, the internal essential requirements is we have an environment, where everybody is treated well," he says.
Butler also fired Koenig, citing her lack of services to the Sheriff's Office. Butler also cited Koenig's level of ethical responsibility, stating that she did not come to him with the concerns of other female employees.
In a written response from her attorney, Koenig says she did let Butler know, but the complaints were ignored. Davis says he is very distraught about the incident, and he says he wants to put it all behind him.
