Students will be shifted based on family income and student performance, instead of race. The plan will ensure that no one school has more than 25 percent of its students scoring below grade level.
This shift could come as early as next fall.
Many parents like David Barnwell were more upset about the board's handling of the diversity issue than they were about the plan itself.
"We're concerned about the way the board has not kept us abreast," Barnwell said. "That is one of their mandates to keep the public abreast, so we came here to try to get some clarity, and they don't seem to have clarity themselves." The grades that will not be affected by the reassignment plan are 7th, 8th, 11th and 12th. Parents of fifth-graders will be able to decide whether to move their children. -->
