RALEIGH — Today's the deadline for new Secretary of Transportation Norris Tolson to submit a plan to restructure the department.
Tolson took over the troubled department a little more than a month ago. He says he wants to improve communication between the public and his department.
Changes may be ahead for the job of highway administrator.Tolson says the position has too much power.
