Va. Investigators Arrest Third Suspect In Apex Kidnapping

RALEIGH, N.C. — Authorities in Virginia make an arrest in connection with a kidnapping in Apex earlier in December.

Mecklenburg County sheriff's deputies arrested Kirk O. Smith on Friday after a foot chase. He was charged with various traffic offenses and assault on an officer with a vehicle. At the time of his arrest, Smith was carrying a weapon.

Authorities consider Smith a suspect in the Dec. 18 kidnapping of Vernon "Rusty" Harris II. Harris was later returned after his family paid a ransom.

Two other suspects -- Margaret Singletary and Brandon Ingram -- have been arrested in connection with the case.

Smith is being held without bond in the Mecklenburg County Jail. He is awaiting first appearance on the Virginia charges and an extradition hearing for the Wake County charges.
