Under Stage 2 mandatory restrictions, fines for first-time offenders would increase from $50 to $1,000 and residents would be able to water their lawns only two days a week. Repeat offenders even risk having their water shut off.
City officials said they may be forced to approve Stage 2 water restrictions because Falls Lake, the city's main water source, is about 8 feet below its normal level.
If Raleigh adopts the $1,000 fine, it would be the highest fine for a water violation in the Triangle area.
Currently, Siler City officials find first-time offenders with a $500 fine; Durham officials are not fining offenders, but will shut off violators' water.
