Falls Lake is five feet below its full level. September's rainfall is about three inches below normal for the Triangle.
Although people are still watering, officials said the voluntary conservation measures in Raleigh have already helped. City leaders asked customers to cut back by 10 percent. Two days after they asked, customers had cut back by 14 percent.
The city plans to stick with voluntary conservation until the area receives normal rainfall for this time of year.
Besides Raleigh, Durham is also asking customers to conserve water, starting Monday. Both its reservoirs are down dramatically -- one 13 feet below capacity, the other eight feet below capacity.
