<b>APEX, N.C.</b> — An Apex man has been charged with second degree murder after police said he killed his brother in a drunk-driving accident.

David Blaney, 25, was in the Wake County Jail Monday.  Apex police said he was intoxicated when he flipped his car on Highway 55 on Sunday.

The driver was also charged with hit and run, speeding and having a revoked license.
