GOLDSBORO, N.C. — Opponents of Goldsboro's annexation plan are celebrating a minor victory.
The group filed a lawsuit to stop annexation from moving foward.
A judge said the city did not provide the public and City Council with all the information annexation statutes require.
The judge ordered city leaders to amend its annexation report.
