RALEIGH, N.C. — A Wake County builder in financial trouble no longer has criminal fraud charges to worry about.
James Capps was charged with taking thousands of dollars from two homebuyers and never performing the work.
The charges were dropped this week following undisclosed financial settlements.
Dozens of subcontractors and homebuyers still claim they are owed money.
Capps filed for bankruptcy in August.
