Owens, 26, of Sedgefield Street, was found shot to death behind a house at 1016 Berkeley Street June 27.
Investigators charged Jones with murder, two counts of assault with a deadly weapon with intent to kill (for firing shots at two other men who were not wounded) and one count of shooting into occupied property (a house).
Jones, who is a validated gang member, was placed in Durham County Jail without bond.
Investigators also referred the case to the federal Bureau of Alcohol, Tobacco and Firearms for possible federal-weapons charges because Jones is a convicted felon who was in possession of a firearm.
Owens also had been shot on June 25, suffering a minor gunshot wound to his arm in a drive-by shooting at the intersection of West Knox and Berkeley streets. A second man -- Tyrone Nelson, 26, of Broad Street -- suffered a bullet graze wound to his lower back in that incident.
Officers also responded to a "disturbance, shots fired" call in the 1000 block of Berkeley Street at 11:32 p.m. June 26. Police believe all three incidents are related.
No charges have been filed in the drive-by shooting. Investigators expect to make more arrests in connection with the homicide.
