CUMBERLAND COUNTY, N.C. — A Cumberland County resident is battling the city of Fayetteville over annexation.
Keith Kegley is suing the city, claiming his part of Cumberland County should not be annexed because city leaders did not follow all of the rules for annexation.
Recently, the Gates Four community settled a similar lawsuit.
Fayetteville plans to annex more than 40,000 people by the end of the month.
