RALEIGH, N.C. — Many people complain about the lack of parking in downtown Raleigh.
City leaders say there are plenty of spaces -- the problem is people are not using them.
The top levels of two city-owned parking decks typically sit empty because drivers do not like to park there.
The city is starting a pilot program, offering reduced rates to downtown workers as an incentive to use the vacant spots at the Moore Square and Wilmington Street parking decks.
The new rate for top-floor parking is $35 a month; the normal rate is about $70.
City leaders believe the idea can open up to 300 spots on the street for visitors.
