Its passage marked the end of a one-day special session designed specifically to discuss the incentives package. The measure now goes to Gov. Mike Easley for his signature.
State Commerce Secretary Jim Fain said Dell has made North Carolina "a possible final choice," but he wants the incentives to seal the deal.
Gaston County Sen. David Hoyle said most lawmakers aren't thrilled with incentives, but he also said if North Carolina doesn't stay in the game or chooses not to play the game, the state will slip behind.
Fain said Dell wants to break ground by the end of the month. Dell could make an announcement early next week, but the incentives have to be approved.
With all corporate incentives, the plan has critics. Some complain that it is unfair to existing companies that miss out on tax breaks.
Others worry about lower-paying jobs. There are reports that the Dell jobs will pay about $25,000 a year.
