RALEIGH, N.C. — The problem of what to do with all the trash is a troubling one in many communities.
Shrinking landfill space and "not-in-my-backyard" protests over new landfills are just two of the hurdles local officials face in trying to solve their respective trash troubles.
A new idea is slowly rising out of all those garbage piles. Mark Roberts reports on Pay by the Bag.
