RAEFORD, N.C. — A historic changing of the guard took place within the Raeford Police Department.
Kevin Locklear was promoted Friday to police chief. He is the first American Indian to hold the post.
Chief Matt High retired after almost eight years of service.
Locklear served as assistant police chief.
