RALEIGH, N.C. — According to a study released Wednesday by the Board of Education, North Carolina public schools are still promoting students who fail to make the grade.
The study found two-thirds of all third-graders failed end-of-grade tests, but they were promoted.
The study also found more than 80 percent of fifth- and eighth-graders also failed the reading and math tests, but were promoted anyway.
Educators say other factors such as classwork and grades are considered in promoting students.
