School officials, including superintendent Dr. Patrick Russo, are accused of using state money to reward students who scored well on the test and then asking other school officials to cover it up.
The school board has already met in private four times to the dismay of some Moore County residents.
"My God, they represent us. We elect them. They're just stonewalling. I think they're trying to protect Mr. Russo," resident Ralph Redmond said.
School representatives said they do not know where the meetings are leading or the possible outcome involving Russo.
"I don't think there's anything to do with anybody's job here. [It's] just a matter of trying to find out what the process has been and maybe some perceptions that people have had," said Tim Lussier, spokesman for Moore County Schools.
The school board has scheduled another meeting for Thursday.
