Durham Considers Ban On Panhandling, Exemptions

DURHAM, N.C. — The city of Durham is exploring an ordinance that would ban roadside panhandling.

City leaders said street beggars pose a danger to themselves and drivers.

The proposed ordinance would also apply to newspaper vendors and groups, like firefighters, trying to raise money.

said its vendors should be exempt from any panhandling rules.

A decision on the ordinance has been put off as leaders consider the newspaper vending exemption.
