Jerron Lamar Russell, 17, of 1708 Courtyard Circle, is charged with two counts of murder and one count of attempted murder in connection with the Aug. 21 incident, police said.
James Lee Croom, 24, was driving a 2006 Dodge Stratus east on Olivia Drive near the intersection of Crawford Street when a man opened fire on the vehicle with an assault rifle, police said.
Croom and passenger Tresond Javoy Gerald, 20, were killed in the hail of bullets, which also sprayed a nearby apartment complex. Otavis Gerquel McKinnon, 18, another passenger in Croom's vehicle, was wounded and was treated at Wayne Memorial Hospital and released.
Police haven't released information about a possible motive for the shooting.
After police issued an alert for Russell Tuesday, his picture was broadcast on television news programs. He then phoned the Goldsboro Police Department and asked for an officer to pick him up at his residence so he could surrender, police said.
Roderick Miles Davis Jr., 23, of 621 Slaughter St. in Goldsboro, already has been charged with two counts of murder and one count of attempted murder in the case.
