The university adopted the rules because of concerns over excessive drinking and rowdy behavior. A shooting amid tailgaters before a 2004 football game left two men dead, and the two brothers convicted of the slayings admitted to drinking heavily before the incident.
Parking lots now stay closed until four hours before game time, and people who set up to party outside are required to carry a photo identification card and are encouraged to bag their own trash.
Also, beer kegs are prohibited in all parking areas around Carter-Finley Stadium, including vendor- or university-sanctioned events, and noise levels will be enforced to limit loud music.
