HARNETT COUNTY, N.C. — The mother of two children who drowned last week will not be charged in their deaths.
April Costilla's 4-year-old son and 5-year-old daughter died two weeks ago in a Harnett County pond. Costilla said they wandered away and she did not notice they were missing until about an hour later.
Investigators said it was a "tragic accident" and no charges will be filed.
