Raleigh Police Investigate Brutality Complaint

RALEIGH, N.C. — The Raleigh Police Department is investigating accusations of police brutality.

A woman claimed that officers injured her arm when they tried to arrest her earlier this week. Two officers said the woman assaulted them as they tried to issue a parking ticket in front of the woman's home.

The woman, identified as Rosa Marie Lee, was arrested and charged with assault, resisting arrest and disorderly conduct. The two officers will stay on the job as the department's Internal Affairs Unit investigates.

Lee's nephew, Ivan Morgan, was also taken into custody at the scene for resisting, obstructing and delaying of an officer, assault on a law-enforcement officer and disorderly conduct, according to the police department.

After Morgan arrived at the jail, he was served outstanding warrants for possession with intent to sell and deliver cocaine, assault on a female, driving with la revoked license and trespassing.

According to police, Lee filed her complaint Monday against officers A.J. Friesner and J.R. Fulton.

When the investigation is complete, it will be provided to Wake County District Attorney Colon Willoughby for review to determine if criminal charges are appropriate.

A police report states that Lee confronted Friesner in front of her home after the officer issued a parking ticket to her niece for parking illegally. After an altercation with Lee, Friesner requested assistance, and other officers responded.

During the course of Lee's arrest, police said pepper spray was used. Lee was taken to a local fire station for decontamination of the pepper spray and was transported by EMS personnel to WakeMed for treatment.

After receiving treatment, Lee was transported to the jail for processing,according to police.

Police said Friesner sustained a minor injury to his mouth for which he received medical care.

Fulton reportedly has been with the police force since 1997, Friesner since 1998.
