Saiz was shot and killed Nov. 1 in the breakroom of the city public works depot during what police called an attempted robbery of several workers who had just ended their shift.
Dwight McLean was arrested by officers at his brother's residence at 115 Ashe Avenue in Raleigh.
Police said Dwight McLean has been a suspect ever since the murder. Officers have kept a vigil on McLean's friends and relatives.
Earlier in the case, police arrested Louis McLean, Dwight's uncle, in connection with the crime. Louis McLean was a co-worker of Saiz at the time of the murder.
McLean's 21-year-old brother, Travis, has been charged with failure to appear on a felony cocaine possession charge. Other charges are pending against him.
According to police, Dwight McLean and an accomplice burst into the break room at the city's facility off Lake Woodard Drive shortly before the end of the Friday night shift. Saiz tried to flee but was shot and killed.
