Tuesday evening, the city council agreed to purchase 100 acres of land near the plant for $1.3 million.
Councilmembers also voted in favor of paying a consultant up to $200,000 to conduct a review of the plant.
"Catching up is very expensive. This plant got behind the last three to five years and now we're paying the price," Mayor Charles Meeker said.
Over the past few months, there have been discoveries of illegal dumping, health and safety violations.
The plant was fined $74,000 this year for overspraying sludge on nearby fields.
The extra land would provide more space to spray sludge without racking up violations.
Meeker anticipates the total cost for fixing the problems will exceed $10 million.
