RALEIGH, N.C. — Who says you cannot fight City Hall, especially when it comes to a dog law?

James McLawhorn and his dog, Abbey, challenged an ordinance banning animals from Raleigh's Fayetteville Street Mall.

Tuesday, the Raleigh City Council repealed that portion of the pedestrian mall ordinance, giving McLawhorn and other dog owners free reign on the mall.

"One person can make a difference. I didn't think I could ever change an ordinance in the great big city of Raleigh, but I did," McLawhorn said.

The ordinance only allowed guide dogs for the blind or animals belonging to people with special needs.

The repeal of the animal ban takes effect immediately.
