Funeral set for former N.C. lawmaker

Raleigh, N.C. — A former state lawmaker noted for championing mental health causes died Thursday at age 77, his daughter said.
Howard Twiggs suffered a massive heart attack while swimming at the YMCA, Elizabeth Johnson said.
Twiggs served in the state House of Representatives from 1966 to 1974, including a one-year term as chairman of the Judiciary Committee, according to his law firm's Web site. He rewrote the state's mental health laws, removed references to race from state law and revised the state Wrongful Death Act.
Twiggs built a successful Raleigh law firm, Twiggs Beskind Strickland Rabenau, focusing on personal injury, wrongful death and professional negligence cases.
A viewing will be held at the Brown-Wynn Funeral Home, 300 St. Mary's St., 8:30 a.m.-noon Sunday. Funeral services will be held at St. Michael's Episcopal church in Raleigh at 3 p.m. Monday.
