ESC chief to take over Department of Administration
The chairman of the state Employment Security Commission was named Friday to head the state Department of Administration.

Moses Carey Jr. has headed the ESC for the past year as the state struggled with record unemployment. Previously, Carey worked for the Department of Health Education at North Carolina Central University under contract for the North Carolina Health and Wellness Trust Fund.
Lynn Holmes, a former assistant vice president at BellSouth Corp., was named to succeed Carey at the ESC. She also was a principal in a business consulting practice focused on ethics, compliance and government relations and policy.
Carey succeeds Britt Cobb, who was named chief of staff for Gov. Beverly Perdue. He had headed the Department of Administration for four years and served as state agriculture commissioner from 2003 to 2005.
Perdue also named Don Hobart as her chief adviser for business and economic development, a position that is funded through the Department of Commerce. Hobart, who has worked as Perdue’s senior adviser for the past year, has concentrated his efforts on the continued growth and retention of jobs in North Carolina.
