Republican candidate for governor Bob Orr called for federal and state investigations into what he calls North Carolina's mental health "debacle" on Tuesday.
Orr wants the state attorney general and the US Attorney to examine how a half billion dollars in taxpayer money was wasted in reform efforts.
Orr also laid out his own plan to rescue mental health reform.
