N.C. A&T Head Football Coach Alonzo Lee
Contract: Jan. 16, 2009 – Jan. 15, 2013
Annual salary: $145,000
Appalachian State Head Football Coach Gerald Moore
Contract: July 1, 2007 – June 30, 2009
Annual Salary: $160,000
Bonuses/Perks:
- Coach shall have the opportunity to engage in sports camps through ASU. Compensation for participation will be dependent upon receipts of the camp and will be paid through the university payroll system.
Elizabeth City State Head Football Coach Waverly Tillar Jr.
Contract: Jan. 1, 2007 – Dec. 31, 2010
Annual Salary: $90,000
- Faculty salary: $75,372
- Coaching stipend: $14,628
Bonuses/Perks:
- $1,500 if the football team’s graduation rate increases by 7 percentage points above the preceding year.
- $1,500 if the football team wins the Divisional Championship
- $2,500 of the football team wins the Regional Championship
- $4,000 if the football team wins the CIAA Conference Championship
- $7,000 if the football team wins the National Championship
East Carolina Head Football Coach Louis "Skip" Holtz Jr.
Contract: Jan. 1, 2008 – Jan. 1, 2014
Annual Salary:
- 2008: $165,000
- 2009: $180,000
- 2010: $200,000
- 2011: $225,000
- 2012: $250,000
- 2013: $275,000
Bonuses/Perks:
- Coach is eligible for a bonus each year in which the athletic director determines that the football team has made positive academic progress. The bonuses are as follows:
- 2008: $100,000
- 2009: $125,000
- 2010: $150,000
- 2011: $175,000
- 2012: $200,000
- 2013: $225,000
- Coach will be paid for television, radio and Internet programs as follows:
- Sept.-Dec. 2008: $400,000
- Sept.-Dec. 2009: $425,000
- Sept.-Dec. 2010: $450,000
- Sept.-Dec. 2011: $475,000
- Sept.-Dec. 2012: $500,000
- Sept.-Dec. 2013: $525,000
- University will provide a vehicle on loan for the coach to use while performing his duties. The university will provide liability and comprehensive insurance.
- University will give the coach a family membership to a local country club and a local athletic club.
- University will pay the coach $25 multiplied by the number of full university football season tickets sold prior to the date of the first home game.
- University will give the coach 5 percent of annual fund dollars collected by the Pirate Club in each year of his contract. “Annual fund dollars” refers only to those dollars received by the Pirates Club in the form of membership fees paid to the club to join or maintain membership.”
- The coach can conduct up to two weeks of football camps. After all university costs related to the camp are paid, all remaining revenue will be paid directly to the coach and the coach’s staff. This pay will not reduce the salary paid to the coach.
- University will reimburse coach for all travel expenses reasonably incurred by him for the purpose of his duties.
N.C. State Head Football Coach Thomas O’Brien Jr.
Contract: Dec. 8, 2006 – Dec. 7, 2013
Annual Salary: $240,000
Bonuses/Perks:
- In order for NCSU to provide the coach with a compensation package that is competitive with other institutions, NCSU agrees to make supplemental compensation payments to coach in the amount of $360,000 to be paid in equal payments of $90,000 on a quarterly basis (Jan. 15, April 15, Sept. 15 and Dec. 15)
- $50,000 if the football team wins five ACC regular season games
- $100,000 if the football team wins six ACC regular season games
- $150,000 if the football team wins seven ACC regular season games
- $200,000 if the football team wins eight ACC regular season games
- $200,000 if the football team wins the ACC Championship and/or participates in a Bowl Championship Series.
- $100,000 if the football team participates in the ACC championship game.
- $50,000 if the football team participates in a non-bowl championship series.
- $50,000 if the football team’s graduation rate per NCAA six-year reporting rate is equal to or greater than 55 percent.
- Coach will receive the following bonus based on the team’s ranking in any of the final football polls of USA Today/ESPN, the Associated Press or the Bowl Championship Series:
- Ranked 1-5: $200,000
- Ranked 6-10: $150,000
- Ranked 11-15: $100,000
- Ranked 16-20: $50,000
- Coach can advise the athletic director on selection and hiring of the following positions:
- Sports Information Director
- Director of Sports Medicine/Football trainer
- Strength Coach for the football team
- Equipment manager
- Athletic director
- Coach shall have input into design and development of any and all NCSU football facilities
- Shall schedule games for the football program
N.C. Central Head Football Coach Mose Rison
Contract: Feb. 6, 2007 – Jan. 31, 2012
Annual Salary: $130,000
Fayetteville State Head Football Coach Kenneth Phillips
Contract: July 1, 2006 – June 30, 2011
Annual Salary: $95,944 ($69,444 from state funds and $26,500 from athletic receipts)
Bonuses/Perks:
- Coach can get a bonus if he achieves at least three of the following incentives during a football season. At least one of the three must be an academic incentive. The amount of the bonus shall be determined by the athletic director:
- Academic incentives:
- Graduation rate equivalent to that of the total university’s graduation rate
- Not less than 75 percent of the student-athletes will be on track to graduate within five years
- Highest average cumulative GPA within the CIAA conference
- Athletic incentives
- Win at least 75 percent of the regular season games
- Win or play for the conference championship
- Win or play for the South Atlantic Regional Championship
- Make the Division II playoffs
- Win or play for the Division II championship
- Academic incentives:
- shall have the right to select and retain four full-time assistant head coaches and two part-time assistant head coaches
- shall conduct travel within the allotted budget (amount not given)
UNC-Chapel Hill Head Football Coach Paul Davis Jr.
Contract: Nov. 27, 2006 – Jan. 15, 2015
Annual Salary: $315,000
Bonuses/Perks:
- In order for UNC-CH to provide the coach with a compensation package that is competitive with other institutions, UNC-CH agrees to make supplemental compensation payments to coach in the following amounts:

- $30,000 annual expense allowance per year for entertainment and other purposes to advance the university’s football program
- Coach shall be entitled to operate a summer football camp, for which he could receive outside compensation
- Coach shall be entitled to advise and comment on all proposed scheduling of university football games
UNC-Pembroke Head Football Coach Peter Shinnick
Contract: Aug. 15, 2008 – May 15, 2009
Annual Salary: $82,109
Western Carolina Head Football Coach Dennis Wagner
Contract: Jan. 3, 2008 – Jan. 2, 2013
Annual Salary:
- 2008-09: $100,000
- 2009-12: $180,000
- 2012-13: $190,000
Bonuses/Perks:
- $10,000 if team wins a regular or post-season game against a football bowl subdivision school in the NCAA
- $7,500 if the team wins the southern conference regular season championship and receives the automatic invitation to the football championship subdivision I national championship playoffs
- $5,000 if the team receives an at-large playoff bid to the FCS playoffs
- $5,000 if the team advances to the national championship game of the FCS playoffs
- $5,000 if the team wins the national championship game of the NCAA FCS playoffs
- $2,000 if the team achieves an annual academic progress rate of 940-949; $4,000 if the team achieves an annual academic progress rate of 950 or above (amounts for APR are not cumulative)
- University will provide a vehicle on a loan basis for use by coach
- Coach will provide all maintenance and operating costs for the vehicle, including gas, oil, tires and all unwarranted repairs and all charges for excess mileage
- Coach must not exceed the mileage restrictions imposed by the dealer
- If the dealer extends the mileage restrictions for a fee, that fee shall be paid by coach
- When the coach uses the vehicle for official business, the university will reimburse him at the rate of five and one-half cents per mile instead of the normal state rate for use of a personal vehicle.
- The university agrees to provide liability and comprehensive automobile insurance.
- Insurance in excess of the policy’s limits is the responsibility of the coach.
- The coach must kept records of any personal use of the vehicle and must pay all taxes arising from such personal use.
- In addition to the coach’s vehicle, another vehicle will be provided for use by coach’s assistants at his discretion.
- Coach shall be entitled to use the university’s group membership at the Waynesville Country Club for entertaining.
- Coach shall be reimbursed for all reasonable moving expenditures that are defined as deductible moving expenses under the IRS rules.
- The salary pool for assistant coaches shall be $370,000 to be utilized at coach’s discretion.
- In addition to the coach’s vehicle, another vehicle will be provided for use by coach’s assistants at his discretion.
Winston-Salem State Head Football Coach Kermit Blount
Contract: Dec. 31, 2007 – Dec. 31, 2010
Annual Salary: $84,000
Bonuses/Perks:
- 1/12 annual salary if team goes to the NCAA post-season playoffs
- 1/12 annuals alary if team makes an appearance among the final post-season football playoffs
- 1/12 annual salary if team’s graduation rate exceeds that of the student body.

Raleigh Police on Tuesday introduced a system that allows people to report some non-emergency crimes online.
Raleigh residents continue to make good use of a mobile and Web-based tool developed by WRAL.com, the vendor SeeClickFix and the City of Raleigh, according to a report from the city.
Hundreds of problems, such as potholes and litter, were reported and resolved in the first month of use of a mobile and Web-based tool developed by WRAL.com, the vendor SeeClickFix and the City of Raleigh.
